Time to File a Warehouse ISR Report

Earlier this year, the South Coast Air Quality Management District (SCAQMD) adopted a regulation known as the Warehouse Independent Source Rule (“ISR”) which attempts to reduce emissions from trucks driving in and out of warehouses.  The ISR applies to warehouse operators, either owners or tenants, that utilize buildings with more than 100,000 square feet of warehouse space within SCAQMD’s jurisdiction, including all of Orange County and parts of Los Angeles County, San Bernardino County and Riverside County.  The ISR contains certain exemptions for warehouses that meet specific criteria. 

As of September 1, 2021, warehouses that fall under SCAQMD’s jurisdiction must submit a Warehouse Operations Notification (WON) Report through the SCAQMD Portal and pay a fee.  SCAQMD’s website provides training videos to assist with completing the WON report.  Failure to comply with the ISR may result in significant fines.
